What is the TCA Action Agenda?

In 2024, the TCA Accelerator launched Scaling Implementation: An Initiative to Mainstream True Cost Accounting by 2030 — a multi-phase effort to gather lessons learned, identify barriers, and accelerate adoption of this approach. The first phase focused on collecting feedback and building shared priorities through a months-long dialogue series and in-person summit at FAO headquarters in April 2025. 

That process produced the TCA Action Agenda — a plan created by and for the TCA community to drive real-world agrifood systems transformation. It reflects the vision and shared priorities from public- and private-sector stakeholders and lays out concrete steps to mainstream TCA globally.

This report summarizes stakeholder input and existing literature on agrifood systems into five thematic areas, offering focused actions to: 

  • Sharpen Communications and Advocacy Strategies
  • Build the Business and Investment Case for TCA
  • Activate TCA in National and International Policy
  • Broaden the TCA Coalition
  • Make TCA Guidance More Accessible and Increase Research Capacity

 

The Action Agenda is grounded in the collective knowledge and the expertise of a diverse network of organizations, sectors, and disciplines. It also recognizes that success depends on collaboration beyond the TCA community itself, including working alongside partners whose efforts intersect with and influence agrifood systems worldwide.

The TCA Accelerator is committed to a transparent feedback process. Responses will be logged and systematically reviewed by a committee of representatives from the TCA community. The results of this review will be published alongside the publication of the final TCA Action Agenda in early 2026.
